天津位于北京和渤海之间，是首都北京重要的出海口，又有从海防角度拱卫京师的重大意义。这层意义，不但现在如此，自从天津出现在地图上，一直都是如此。
在明朝之前，是不存在“天津”这个地名的，今天津地面上的城邑，基本都和军事有关。金宣宗贞佑二年（公元1214年），为了防御蒙古大军，拱卫中都（北京），在三岔河口附近设了直沽寨。三岔河口在运河和海河交汇处附近的狮子桥附近。当时的金朝国力急速衰败，此举并没有挽救中都的命运，金宣宗在同年也把国都迁到了开封。
元朝时京杭大运河沟通南北，海运同样发达，但无论是河运还是海运，由南向北的水路都要经过直沽寨，一旦出事那是要震动京师的。正因为如此，元仁宗延佑三年（公元1316年），朝廷在直沽寨设置了海津镇，加强了军事功能。
当然，大家对天津历史最为熟悉的一段，还是来自明成祖朱棣。朱元璋去世后，太孙朱允炆继位，手段强硬的推行削藩，“逼”得燕王朱棣走投无路，只好硬着头皮发动“靖难”，竟然赢了。
国都南京距离北元（蒙古各部）太远，再加上又不是朱棣的大本营，所以朱棣决定把国都迁到自己的发家之地北平。朱棣的思维又回到了元朝皇帝那里：守住京师就必须守住海津镇。朱棣有三件事需要做：一、攻击北元，二、抚御东北女真各部使之钳制北元，三、统治中原。要做好这三件事的任何一件，都必须加强对海津镇的军事控制。永乐二年（公元1404年），朱棣在海津镇的地面上设置了天津卫。
明朝的地方军事制度分为三级：略相当于省级的都指挥使司、略相当于地级的卫、略相当于县级的所（分为千户所、百户所）。卫所多设置于军事要地，海津镇为京师之屏藩，又是京师河运、海运的起点，当然要设置“卫”了。永乐三年和四年，朱棣又分别设置了天津左卫和天津右卫，三卫有1.6万名重兵，拱卫京师。
为什么叫天津，自然就是“天子津渡”。作为天子的朱棣南征北战，要经常在这里渡河，天子津渡再合适不过，所以简称天津。
天津的位置可以说得天独厚。一、京师的门户。二、京师的出海口。三、京师和江南海运的必经之地。四、距离辽东非常近。上面讲过永乐大帝要做的三件事，其中一件就是经营辽东，而要做好这件事，天津是不可或缺的一环。辽东对明朝来说有三大战略意义，一个是钳制北元，一个是控制女真各部的桥头堡，一个是控制朝鲜半岛的桥头堡。辽东要是守不住，三线皆失。

嘉靖三十八年（1559年），辽东出现了大面积饥荒，虽然辽东人口不算太多，但鉴于辽东之于明朝的重要性，辽东不能乱。辽东方面给朝廷建议，把粮食存放在天津，便于救辽。从天津码头装粮走海路运到广宁右屯（锦州附近），不到二百里。两地之间海路可以泊船的地方，中间相隔不过五十里，没有滔天巨浪，便于行船。嘉靖帝把天下弄得乌烟瘴气，但知道辽东是他吃饭的家伙之一，丢不得，批准了。明朝人把天津称为京师最重要的形胜之地，没别的，可上陆，可通海，北可救辽东，南可泛海东亚、东南亚，

嘉靖帝的伯父孝宗弘治帝时，就有大臣上书，说天津是国家水陆要冲咽喉，干系甚大，应设兵备官。弘治帝批准了，天津设兵备道，这意味着天津从一个单纯的军事要塞向行政管理转化，更多的是民政上的发展。
清朝是从辽东起家统治天下的，东北方向无忧。天津的三卫就显得“多余”。清世祖顺治九年（公元1652年），三卫合并，只设天津卫，但这并不意味着清朝不重视天津，只是在明弘治帝倾向于民政的基础上继续发展。随着人口越来越多，以及商业贸易的繁荣，在天津设置民政机构的时机已经成熟。

清世宗雍正三年（公元1725年），天津卫改设天津州，随后设略低于府级别的直隶州。但只过了六年，雍正九年（公元1731年），天津府就设立了。天津设府，和现在将天津设为直辖市，其含义大致相当，都是更好地拱卫京师。所不同的是，清朝时的京师顺天府是有直接出海口的，就是现在的天津新港附近。民国后，天津当过直隶省省会，1928年改称河北省后，天津依然是省会。后来几经调整，1966年，河北省会从天津迁到保定，天津随后恢复成为直辖市至今。
